H.R. 5688 addresses these critical vulnerabilities by codifying mandatory English language proficiency for all CDL testing and making non-compliance a strict out-of-service violation, ensuring every operator can read road signs and communicate effectively with law enforcement. Additionally, the bill enforces rigorous background and immigration verification for non-domiciled licenses, overhauls the Training Provider Registry to eliminate fraudulent "CDL mills," and establishes Section 7 safeguards to ban unauthorized offshore brokers and foreign dispatch services—imposing civil penalties of at least $50,000 per violation on motor carriers that use unverified overseas entities that enable freight fraud, double-brokering, and cargo theft. Passing Dalilah's Law is a vital step to ensure that everyone on our highways meets the highest standards of safety, competence, and legal compliance.
