What it does
This proposal addresses ELD integrity, hours-of-service compliance and remote manipulation of driver records. It would restrict who may edit or annotate a driver's ELD record by requiring the authorized motor-carrier employee or agent making those changes to be physically located in North America, while maintaining the driver's approval requirements. The issue reaches directly into HOS compliance, driver coercion and the debate over foreign dispatch operations.
Full title: To amend title 49, United States Code, to authorize employees or authorized agents to edit or annotate electronic logging device records as long as such employee or agent is physically located in North America and the edit or annotation is subject to driver approval, and for other purposes.
