Commerce Sets 1.14% Preliminary Dumping Rate on Thai Tires

So whatFleets & shippers buying Thai-made passenger/light truck tires: a final rate could raise duties above the current 17.06% all-others rate; importers can file comments by Oct. 30, 2026.

Commerce issued preliminary results in its annual administrative review of the antidumping duty order on passenger vehicle and light truck (PVLT) tires from Thailand, covering the period July 1, 2024, through June 30, 2025. The agency said in the notice that the tires were sold in the United States at less than normal value during that period.

Commerce calculated a 1.14% weighted-average dumping margin for Sumitomo Rubber (Thailand) Co., Ltd., the only company individually examined. It applied that same rate to five non-examined companies, including Yokohama Rubber and Siam Rubber.

Six companies, including Bridgestone, Deestone and Maxxis, had their review requests withdrawn and are rescinded from this review; their duties will be assessed at existing cash-deposit rates. The underlying order dates to July 2021. The all-others cash deposit rate from that original investigation, 17.06%, continues to apply to producers and exporters outside this review.

Commerce tolled deadlines in the case by a combined 68 days due to a government shutdown and an ACCESS filing backlog, pushing the preliminary results past their original schedule.
