FMCSA Orders Responses in Two Appeals as Ten More CDL Schools Contest Removal

So whatTraining providers & carriers: these orders set response deadlines only; they do not restore registry status, lift the removal, or change any safety rating.

FMCSA posted two procedural orders to Regulations.gov on October 8. In the first, Chief Safety Officer Steven Dowling ordered the Office of Safety Programs to respond within 10 days to a petition from Metropolitan Trucking Inc. of Miami, which is contesting its emergency removal from the Training Provider Registry under 49 CFR 380.723(d)-(e). The office must also file the official removal notice and the evidence it relied on.

In the second, Deputy Administrator Jesse P. Elison ordered FMCSA's Midwestern Service Center to respond within 30 days to a petition from Safe Trucking LLC of Indianapolis, which is challenging its Conditional safety rating and argues that one of its recordable accidents was not preventable. The order calls for a preventability determination on that accident, and the center must produce the full compliance review report and the proposed-rating notice.

Neither order resolves the underlying dispute. They only direct FMCSA staff to build the administrative record. The same day, FMCSA's dockets also posted petitions from ten more training providers contesting their own emergency removals from the registry: V2 Group (FMCSA-2026-3697), National Highway Safety Administration LLC (FMCSA-2026-3698), Start CDL Inc. (FMCSA-2026-3699, with a stay request), Prime Time Trucking USA Inc. (FMCSA-2026-3700, with a stay request), Troy CDL School LLC (FMCSA-2026-3701), CDL Lab LLC (FMCSA-2026-3702), Go4CDL LLC (FMCSA-2026-3703), International Truck Driving School (FMCSA-2026-3704), CDL Commercial Trucks Training LLC (FMCSA-2026-3705) and CDL Safe Driving Academy LLC (FMCSA-2026-3706).
