Texas Renews Statewide Diesel Shortage Disaster Declaration

So whatCarriers & Drivers: Texas keeps emergency relief tied to the diesel shortage in force statewide; confirm which hours-of-service or weight suspensions still apply before relying on them.

Gov. Greg Abbott renewed Texas' diesel fuel shortage disaster proclamation on October 28, 2026. The renewal cites Section 418.014 of the Texas Government Code and states that the conditions certified in the original September 28, 2026 proclamation continue to pose an imminent threat to public health and safety statewide.

The proclamation declares a state of disaster for all Texas counties and says every order, direction, suspension and authorization issued under the September 28 proclamation remains in full force. The governor's office did not restate the specific suspensions in this renewal document; they were set out in the original September proclamation.

Abbott signed the renewal in Austin, attested by Secretary of State Robert Howden. The proclamation does not state an expiration date, so the disaster declaration and its attached relief measures continue until Texas rescinds or further renews it.

What's next

  • Carriers should pull the full text of the September 28, 2026 proclamation to confirm which hours-of-service, weight or other suspensions apply.
  • Watch for a further renewal or rescission once diesel supply conditions change.
