FMCSA Moves to Close One ELDT Audit Case, Advances Another
FMCSA's Office of Safety Programs asked an agency judge to close the docket against Cultural Technical Institute LLC, an El Paso entry-level driver training (ELDT) provider, after reinstating the company to the Training Provider Registry (TPR). FMCSA had removed the school from the TPR on August 31, 2026, citing an audit that found it certified at least 10 driver-trainees who were later cited for English Language Proficiency (ELP) violations during roadside inspections. The school petitioned for review on September 1. FMCSA's Chief Safety Officer ordered a response on October 2, and the agency reinstated the provider on October 8 after it took corrective action, making the petition moot, according to the October 13 filing.
In a separate case, the Chief Safety Officer on October 27 ordered the Office of Safety Programs to respond within 10 days to a petition from ELDT Chimp LLC, a Riverside, California provider challenging its own emergency removal. The agency must submit the removal notice and supporting evidence. Both cases stem from FMCSA's broader review of ELDT certifications against ELP enforcement data.
