PHMSA Closes Hazmat Case Against NY Fire and Safety Co.

So whatShippers & carriers handling hazmat: PHMSA keeps resolving hazmat cases by compromise order rather than litigation; check your own compliance before a similar case opens.

PHMSA posted a compromise order on November 2, 2026, closing its enforcement docket against New York and Signal Corp., doing business as New York Fire and Safety, of Glens Falls, New York. The order, filed under the Federal hazardous materials transportation law and the Hazardous Materials Regulations in 49 CFR Parts 171-180, incorporates a settlement agreement between PHMSA and the company, identified as Case No. 25-0496-CR-CE.

The posted document is largely a template: fields for the number of violations, total payment due and the order date are blank in the version filed to the docket. PHMSA's certificate of service shows the order and agreement went to the company's vice president and to agency staff in the Southwest and Central regional field offices and the Office of Chief Counsel.

Compromise orders let a respondent resolve alleged hazmat violations by agreement rather than contest them before an administrative law judge. PHMSA regularly closes hazmat cases this way; this filing adds one more docket to that pattern but does not by itself change any rule or reporting duty for other shippers or carriers.
