FMCSA Closes Case After Reinstating CDL School to Registry

So whatCDL training providers: corrective action can get you back on the Training Provider Registry fast, but FMCSA won't use an appeal to issue advance compliance guidance — ask the TPR Team directly.

FMCSA's Chief Safety Officer dismissed Trucktrailerpro CDL School LLC's petition for administrative review of its removal from the Training Provider Registry (TPR), closing the docket as moot.

FMCSA had issued a Notice of Emergency Removal citing unspecified material deficiencies. Trucktrailerpro petitioned for review on September 9, 2026 under 49 CFR 380.723(d)-(e). On October 6, the agency ordered the Office of Safety Programs to respond.

On October 16, the Office Director told the agency it had already reinstated Trucktrailerpro to the TPR, effective October 15, based on corrective actions the school took, and asked to close the case as moot. Trucktrailerpro did not oppose closing the docket but separately asked FMCSA for written guidance on future compliance with English Language Proficiency requirements.

The Chief Safety Officer, Steven Dowling, said that request fell outside the scope of the proceeding, which was limited to whether the removal was proper. Because reinstatement had already resolved the matter, he dismissed the petition and closed the docket on October 22.

What's next

  • Trucktrailerpro remains on the Training Provider Registry as of October 15, 2026.
  • FMCSA said the school can request ELP compliance guidance directly from its Training Provider Registry Team.
