FMCSA Sets Reply Deadlines in Three Rejected-Authority Appeals
FMCSA posted three procedural orders on October 23, 2026, each addressing an appeal of a rejected application for operating authority registration. In each case, Deputy Administrator Jesse P. Elison, acting as Agency Decisionmaker by Delegation, ordered FMCSA's Office of Registration to respond to the carrier's appeal within 20 days and to include the notices rejecting the application, the evidence considered, an explanation of its review procedures under 49 CFR 365.109T, and its findings under 49 U.S.C. § 13902(a).
ADM Brothers Trucking Corp. (MC-1791950) appealed on August 6, 2026, but did not attach a copy of the rejection decision. Axume Express LLC (MC-1795347) appealed July 28, 2026, with the same omission. Slime Haulers LLC (MC-1814997) appealed July 31, 2026, one day after its rejection, and did include the decision. In all three, the applicant then has 15 days after the Office of Registration's response to file a reply.
Separately, FMCSA's docket shows a petition for reconsideration of a default judgment filed by Nafiz Almassri, also posted October 23, 2026. The underlying text of that petition was not available for review.
