FMCSA Closes Case After Reinstating Driver Training Provider
FMCSA's Chief Safety Officer, Steven Dowling, dismissed MT Training Center LLC's petition for administrative review as moot, closing the docket. The order ends a dispute that began after FMCSA issued an emergency removal of the company from the Training Provider Registry, the list of entities approved to deliver entry-level driver training under 49 CFR 380.
MT Training Center asked FMCSA to review the removal, stay the emergency order, and immediately reinstate its listing, filing under 49 CFR 380.723(d)-(e). Dowling ordered the Office of Safety Programs to respond. On October 8, 2026, the Office Director told Dowling the agency had already reinstated the company after it took corrective action addressing the deficiencies cited in the emergency removal notice, and asked that the petition be dismissed as moot.
Dowling agreed. Because the company's requested relief — reinstatement — had already been granted, he found no live dispute left to decide and closed the matter.
