FMCSA Reinstates El Paso CDL School After ELP Removal

So whatDrivers & Fleets: confirm Cultural Technical Institute's TPR status before relying on its ELDT certificates; FMCSA says the school fixed the deficiencies that triggered its removal.

FMCSA's Office of Safety Programs filed a notice October 13 asking to close its docket against Cultural Technical Institute LLC, an El Paso CDL training provider, after reinstating the school to the Entry-Level Driver Training Provider Registry.

FMCSA had removed the institute on an emergency basis August 31, citing an audit that found 10 driver-trainees it certified through the TPR were later cited for failing English Language Proficiency checks during roadside inspections. The agency said the pattern showed a material deficiency in the school's training program and willful disregard of its regulatory obligations under 49 CFR Part 380, Subpart G.

The institute petitioned for review September 1. FMCSA's Chief Safety Officer ordered the Office of Safety Programs to respond October 2. Instead, FMCSA served a Notice of Reinstatement October 8, saying the school had completed corrective actions addressing the deficiencies. The agency's October 13 filing argues the petition is now moot and asks FMCSA to terminate the proceeding and close the docket.
