FMCSA Reinstates Junan Truck Driving School After ELP Removal

So whatCarriers & Drivers: FMCSA is actively pulling ELDT providers from the registry over English-proficiency certification gaps; confirm any school's TPR status before enrolling or hiring trainees.

FMCSA's Office of Safety Programs filed a notice October 21, 2026, reinstating Junan Truck Driving School, based in Azusa, California, to the agency's Entry-Level Driver Training Provider Registry (TPR). FMCSA had removed the school from the registry on August 31, 2026, under its emergency authority at 49 CFR 380.723(e), citing an audit that found 161 driver-trainees whom the school certified as ELDT-complete were later cited at roadside inspections for failing the English Language Proficiency standard under 49 CFR 391.11(b)(2). The removal barred the school from teaching curriculum, conducting behind-the-wheel instruction, or issuing certificates.

The school petitioned for review on September 1. After FMCSA's Chief Safety Officer ordered a response to that petition on October 14, the agency instead reinstated the school based on corrective actions it said addressed the deficiencies. FMCSA's Office of Safety Programs now argues the petition is moot and has asked the agency to terminate the proceeding and close the docket, or alternatively to extend its deadline to file evidence until 30 days after a ruling on that request.

What's next

  • No hearing or comment period is scheduled; the docket remains open pending a ruling on FMCSA's motion to terminate.
  • Watch for the agency's decision on whether to close the docket or require further filings.
