PHMSA Closes Hazmat and Pipeline Enforcement Cases
PHMSA on October 13, 2026, posted two case-closing documents to its enforcement dockets.
In docket PHMSA-2026-3697, the agency served a Final/Compromise Order on Special Materials Company, doing business as SMC Global, of New York, closing a hazardous-materials civil-penalty case under PHMSA Case Number 25-0220-SH-CE. The certificate of service shows the order was served October 8, 2026, and lists the company's CEO, Adam Feldman, as the contact. Under PHMSA's standard form, a company that pays the penalty proposed in an earlier Notice of Probable Violation admits the violation and waives its appeal rights. The copy posted to the docket left the penalty amount and the number of violations blank.
Separately, PHMSA posted a termination notice in docket PHMSA-2010-0063, titled "Anchor Point Energy, LLC." The attached Consent Order, dated August 10, 2026, instead names Hilcorp Alaska, LLC as respondent under CPF No. 5-2026-008-NOPV, a pipeline-safety matter carrying a $46,600 civil penalty and compliance terms Hilcorp agreed to after requesting a hearing on the underlying notice.
What's next
- Confirm with PHMSA whether the SMC Global order's penalty figure has been finalized.
- Clarify why the Hilcorp Alaska consent order appears under the "Anchor Point Energy" docket title.
