FMCSA Dismisses Two TPR Appeals, Reinstates Three ELDT Schools

So whatCarriers & Fleets: verify any ELDT provider you use is currently listed active on FMCSA's Training Provider Registry before accepting new-hire certifications.

FMCSA's Chief Safety Officer, Steven Dowling, signed orders on November 5, 2026, dismissing as moot the petitions for administrative review filed by Troy CDL School LLC (Docket FMCSA-2026-3701) and Junan Truck Driving School (Docket FMCSA-2026-3664). Both schools had challenged emergency removals from the Entry-Level Driver Training Program's Training Provider Registry. The agency reinstated both after finding they took corrective action to fix the deficiencies cited in their removal notices, making the appeals moot.

Separately, the Office of Safety Programs filed notices in three other dockets — Western Area Career & Technology Center, Red Hook Commercial Driving School and United CDL Training School — asking that those proceedings also be closed as moot. All three were served emergency removal notices on August 31, 2026, tied to audits that found drivers certified by the schools failed to meet the English Language Proficiency standard. FMCSA reinstated all three on November 4, 2026, conditioned on fully carrying out their corrective action plans. The agency said it will continue monitoring compliance and could remove any provider again if corrective steps are not completed.
