FMCSA Reinstates Three ELDT Training Providers, Closes Dockets

So whatTraining providers: emergency removal from the ELDT registry can be reversed by fixing the cited deficiencies; carriers should recheck a provider's registry status before relying on it.

FMCSA's Chief Safety Officer signed orders on November 4, 2026, closing three separate dockets involving training providers that had been removed from the entry-level driver training (ELDT) Training Provider Registry. Mountain View Vocational Institute, LLC, Cultural Technical Institute, LLC, and Remsense Inc. (doing business as Luma Brighter Learning) had each petitioned for administrative review of emergency removal notices under 49 CFR 380.723(d)-(e), asking for a stay and immediate reinstatement.

In each case, FMCSA's Office of Safety Programs told the agency it had reinstated the provider after the company took corrective action addressing the "material deficiencies" cited in the original emergency removal notice. The Office Director then asked that each petition be dismissed as moot since the requested relief, reinstatement, had already been granted. The orders do not describe the underlying deficiencies. With relief granted, the Chief Safety Officer dismissed all three petitions and closed the dockets.

The orders are procedural closures, not rulings on the merits of the original removals.

What's next

  • No further action is pending in any of the three dockets.
  • Carriers and students should confirm current registry status directly on FMCSA's Training Provider Registry before scheduling ELDT training.
