FMCSA Reinstates Two CDL Schools, Dockets New Authority Appeal
FMCSA closed two enforcement dockets and opened a third on November 4, 2026. The agency had emergency-removed Penn CDL LLC and CDL Lab LLC, both Pennsylvania entry-level driver training providers, from its Training Provider Registry on August 31, 2026, citing audits that found drivers the schools certified under Entry Level Driver Training rules later failed to meet the English Language Proficiency standard. Both companies petitioned for review; FMCSA's Office of Safety Programs responded to each petition in October. On November 4, the agency reinstated both schools, saying each had taken corrective action to fix the deficiencies. FMCSA called the reinstatements effective immediately but conditioned them on full implementation of the corrective plans and ongoing monitoring. The agency asked that both petitions be dismissed as moot and the dockets closed.
Separately, FMCSA opened a new docket for Velual Supply Chain Management LLC, which is appealing an October 30, 2026 FMCSA decision rejecting its application for operating authority. The appeal disputes the agency's factual findings and asks that the rejection be vacated and the record corrected.
What's next
- Watch for FMCSA's formal ruling on the Velual appeal.
- Penn CDL and CDL Lab remain subject to continuous FMCSA monitoring under their corrective-action plans.
