FMCSA Reinstates Start CDL After ELP Training Fixes
FMCSA closed the book on Start CDL Inc.'s fight over its removal from the agency's Entry-Level Driver Training Program registry. The agency pulled the Cinnaminson, New Jersey, training provider from the registry on August 31, 2026, after an audit found drivers it certified had later failed the English Language Proficiency standard. Start CDL petitioned for review on September 10. FMCSA's Chief Safety Officer ordered a response, which the Office of Safety Programs filed October 26.
On November 4, FMCSA told Start CDL it had completed corrective actions and reinstated it to the Training Provider Registry effective immediately. The reinstatement is conditional: FMCSA said it will keep monitoring Start CDL's compliance and can pull it again if corrective steps aren't fully carried out, or if the agency's related onsite review of its program turns up other problems. With the registry listing restored, FMCSA asked that the petition be dismissed as moot and the docket closed.
Separately, in docket FMCSA-2026-4060, the agency's Southern Service Center field administrator asked for and received more time — to December 18 — to file her pleading against Massey Transportation in a driver qualification case involving Nafiz Almassri.
