House GOP Group Spotlights CDL Fraud Crackdown, Pending Bill

So whatTraining providers & fleets: no rule changed yet; watch Dalilah's Law and the cited DOT/DHS shutdown numbers for signs of new CDL vetting requirements.

The Republican Study Committee (RSC) posted an episode of its "Right to the Point" podcast featuring Reps. Josh Brecheen (R-OK) and David Rouzer (R-NC) discussing efforts to stop commercial driver's license (CDL) fraud and prevent illegal aliens from obtaining CDLs, the RSC said in a press release accompanying the episode.

Rouzer discussed his bill, Dalilah's Law, named for a woman struck by a tractor-trailer driven by an illegal alien who held an improperly issued CDL. The bill would bar CDL issuance to applicants who lack English proficiency, knowledge of road rules, or safety skills, Rouzer said.

The lawmakers said the Trump administration, through the Department of Homeland Security, DOT and a White House task force on fraud, has shut down 110 trucking schools and more than 160 training providers for fraudulently certifying non-citizens for CDLs. States that fail to comply with federal licensing rules risk losing highway funding, according to Rouzer.

The release gave no bill number for Dalilah's Law and pointed to no FMCSA rule, order or docket beyond the figures stated in the podcast conversation.

What's next

  • Watch for a bill number and committee action on Dalilah's Law.
  • Watch for FMCSA or DOT documentation confirming the 110-school, 160-provider enforcement figures.
