FMCSA Denies Elegant E-Learning Stay, Reinstates Three CDL Schools

So whatCDL schools: an emergency removal from the Training Provider Registry can be fought and reversed fast if you document corrective action immediately, as Metropolitan Trucking, SaferELDT and SaferTraining did.

FMCSA's Office of Safety Programs filed a response opposing Elegant E-Learning Inc.'s petition and stay request in docket FMCSA-2026-3301, defending its August 31 emergency removal of the online ELDT provider. The agency said an audit found 209 driver-trainees Elegant certified were later cited for English Language Proficiency violations, which it called a material curriculum deficiency and willful disregard of 49 CFR part 380. The agency argued Elegant failed to show likely success on the merits needed for a stay.

On the same day, FMCSA closed three related dockets after reinstating the providers. In Metropolitan Trucking (FMCSA-2026-3499), SaferELDT (FMCSA-2026-3203) and SaferTraining (FMCSA-2026-3202), the Office of Safety Programs told the agency's decisionmaker each company took corrective action and was reinstated to the Training Provider Registry on October 14, mooting their appeals. Separately, the Chief Safety Officer ordered Prime Time Trucking USA (FMCSA-2026-3700) to respond to its removal petition within 10 days of service.

FMCSA did not disclose in these filings what corrective steps the reinstated providers took.

What's next

  • Office Director's response in Prime Time Trucking due within 10 days of the October 15 order.
  • Decisionmaker still must rule on FMCSA's requests to close the Metropolitan Trucking, SaferELDT and SaferTraining dockets.
  • Ruling on Elegant E-Learning's stay and underlying petition remains pending.
