FMCSA Proposes Renewing Entry-Level Driver Training Paperwork
FMCSA filed a notice seeking Office of Management and Budget approval to renew the information collection that underpins the Training Provider Registry (TPR), the system entry-level commercial driver's license applicants and their trainers must use. The collection covers two steps: training providers register with the TPR to show they meet eligibility rules, and after a driver-trainee finishes training, the provider submits certification data to the TPR so state licensing agencies can verify completion.
The requirements have applied since February 7, 2022, after several earlier delays. FMCSA based its new burden estimates on actual TPR and certification transaction data from the past year: about 26,284 respondents, averaging 0.55 hours per response, for a total annual burden of 198,730 hours. The current approval expires February 28, 2027; FMCSA wants OMB to extend it through 2030.
The notice does not propose changing the underlying training or registration rules. It only renews the paperwork authority (OMB Control Number 2126-0028) that lets FMCSA keep collecting this data.
